States Labor Market During the Economic Recovery Following the 2019 Novel Coronavirus Outbreak), I suspended, for a period of 60\u00a0days, the entry of aliens as immigrants, subject to certain exceptions. \u00a0<\/p>\n\n\n\n 2020\u5e744\u670822\u65e5\u767a\u884c\u306e\u5927\u7d71\u9818\u4ee410014\u53f7\uff08\u65b0\u578b\u30b3\u30ed\u30ca\u30a6\u30a4\u30eb\u30b9\u611f\u67d3\u62e1\u5927\u5f8c\u306e\u666f\u6c17\u56de\u5fa9\u671f\u306b\u7c73\u56fd\u52b4\u50cd\u5e02\u5834\u3092\u8105\u304b\u3059\u79fb\u6c11\u306e\u5165\u56fd\u505c\u6b62\uff09\u3067\u306f\u3001\u4e00\u5b9a\u306e\u4f8b\u5916\u3092\u8a2d\u3051\u300160\u65e5\u9593\u3001\u79fb\u6c11\u3067\u3042\u308b\u5916\u56fd\u4eba\u306e\u5165\u56fd\u3092\u4e00\u6642\u505c\u6b62\u3057\u305f\u3002<\/p>\n\n\n\n In Proclamation 10052 of June 22, 2020 (Suspension of Entry of Immigrants and Nonimmigrants Who Present a Risk to the United States Labor Market During the Economic Recovery Following the 2019 Novel Coronavirus Outbreak), I determined that the considerations present in Proclamation 10014 remained, and I extended the suspension of entry imposed in Proclamation 10014 through December 31, 2020.\u00a0<\/p>\n\n\n\n 2020\u5e746\u670822\u65e5\u767a\u884c\u306e\u5927\u7d71\u9818\u4ee410052\u53f7\uff08\u65b0\u578b\u30b3\u30ed\u30ca\u30a6\u30a4\u30eb\u30b9\u611f\u67d3\u62e1\u5927\u5f8c\u306e\u666f\u6c17\u56de\u5fa9\u671f\u306b\u7c73\u56fd\u52b4\u50cd\u5e02\u5834\u3092\u8105\u304b\u3059\u79fb\u6c11\u3068\u975e\u79fb\u6c11\u306e\u5165\u56fd\u505c\u6b62\uff09\u3067\u79c1\u306f\u3001\u5927\u7d71\u9818\u4ee410014\u53f7\u3067\u61f8\u5ff5\u3057\u3066\u3044\u305f\u4e8b\u9805\u304c\u6b8b\u3063\u3066\u3044\u308b\u3068\u5224\u65ad\u3057\u3001\u5927\u7d71\u9818\u4ee410014\u53f7\u3067\u8ab2\u3057\u305f\u5165\u56fd\u306e\u4e00\u6642\u505c\u6b62\u30922020\u5e7412\u670831\u65e5\u307e\u3067\u5ef6\u9577\u3057\u305f\u3002<\/p>\n\n\n\n I further noted that the Secretary of Labor and the Secretary of Homeland Security had reviewed nonimmigrant programs and found that the admission of workers within several nonimmigrant visa categories also posed a\u00a0risk of displacing and disadvantaging United States workers during the economic recovery following the COVID-19 outbreak.<\/p>\n\n\n\n \u00a0 Consequently, I suspended, through December 31, 2020, the entry of any alien seeking entry pursuant to certain nonimmigrants visas, subject to certain exceptions.<\/p>\n\n\n\n \u305d\u306e\u7d50\u679c\u3001\u79c1\u306f\u30012020\u5e7412\u670831\u65e5\u307e\u3067\u3001\u7279\u5b9a\u306e\u975e\u79fb\u6c11\u30d3\u30b6\u306b\u57fa\u3065\u3044\u3066\u5165\u56fd\u3092\u6c42\u3081\u308b\u5916\u56fd\u4eba\u306e\u5165\u56fd\u3092\u7279\u5b9a\u306e\u4f8b\u5916\u3092\u9664\u304d\u4e00\u6642\u505c\u6b62\u3057\u305f\u3002<\/p>\n\n\n\n The 2019 Novel Coronavirus (COVID-19) continues to significantly disrupt Americans\u2019 livelihoods.\u00a0 While the November overall unemployment rate in the United States of 6.7\u00a0percent reflects a marked decline from its April high, there were still 9,834,000 fewer seasonally adjusted nonfarm jobs in November than in February of 2020.<\/p>\n\n\n\n \u65b0\u578b\u30b3\u30ed\u30ca\u30a6\u30a4\u30eb\u30b9\uff08COVID-19\uff09\u306b\u3088\u3063\u3066\u3001\u7c73\u56fd\u4eba\u306e\u751f\u6d3b\u306f\u5927\u304d\u304f\u6df7\u4e71\u3057\u7d9a\u3051\u3066\u3044\u308b\u3002 The effects of COVID-19 on the United States labor market and on the\u00a0health of American communities is a matter of ongoing national concern, and the considerations present in Proclamations 10014 and 10052 have not been eliminated.\u00a0 The current number of new daily cases worldwide reported by the World Health Organization, for example, is higher than the comparable number present during June, and while therapeutics and vaccines are recently available for an increasing number of Americans, their effect on the labor market and community health has not yet been fully realized.\u00a0 Moreover, actions such as States\u2019 continued imposition of restrictions on businesses still affect the number of workers that can be hired as compared with February of 2020.<\/p>\n\n\n\n COVID-19\u304c\u7c73\u56fd\u306e\u52b4\u50cd\u5e02\u5834\u304a\u3088\u3073\u5730\u57df\u793e\u4f1a\u306e\u516c\u8846\u885b\u751f\u306b\u53ca\u307c\u3059\u5f71\u97ff\u306f\u3001\u7d99\u7d9a\u7684\u306a\u56fd\u5bb6\u7684\u95a2\u5fc3\u4e8b\u3067\u3042\u308a\u3001\u5927\u7d71\u9818\u4ee410014\u53f7\u304a\u3088\u307310052\u53f7\u306b\u793a\u3055\u308c\u3066\u3044\u308b\u61f8\u5ff5\u4e8b\u9805\u306f\u6392\u9664\u3055\u308c\u3066\u3044\u306a\u3044\u3002<\/p>\n\n\n\n Given these factors, an extension of Proclamations 10014 and 10052 is appropriate as the President continues to monitor the effects of the COVID-19 pandemic and assess whether a\u00a0further continuation, modification, or termination of Proclamations 10014 and 10052 is warranted.<\/p>\n\n\n\n NOW, THEREFORE, I, DONALD J. TRUMP, President of the United\u00a0States, by the authority vested in me by the Constitution and the laws of the United States of America, including sections\u00a0212(f) and 215(a) of the Immigration
